[WSBAPT] Citation to current legal standard for testamentary capacity, and capacity to sign DPOA?

Can anyone point me to a current source of legal authority that sets forth
the legal standard of testamentary capacity to make/revoke a will, or to
make/revoke a durable power of attorney?

(My edition of the WSBA Washington Estate Planning Deskbook is out of
date... I'm waiting for the new edition that covers the recent massive
updates to RCW 11.)

This is covered in Chapter 16 of the edition I'm looking at - 16.9.
