[WSBAPT] moving remains of a relative

A friend from law school who is not practicing currently, sent me this:

Wondering if you've ever petitioned the court to move the remains of a relative? My dad wants to move his grandfather's ashes from one spot to another spot within the same cemetery.  This would put his grandpa in the same location as a recently deceased relative (a beloved granddaughter of the grandpa).

The cemetery has denied the request because, as a grandson, he isn't one of the people listed in the statute who can easily make such a request. (https://app.leg.wa.gov/RCW/default.aspx?cite=68.50.200).  So my dad has to get a court order. 🙄

Are any of you able to assist my friend?  The deceased’s grandson is the only surviving next of kin but PC says because the statute does not provide for that, the cemetery is requiring the court order.
