[WSBAPT] Client with condo association question

I have a client who is having a noise issue with her condo and would like to talk to an attorney about her legal options.  After the exterior common areas of the complex were renovated, she started hearing a loud electrical noise in her unit (there is electrical equipment just outside her unit).  A number of people have heard the noise, including several board members, but nothing has been done.  She would like to talk to someone to find out about her options to get the condo board to address the issue.

She lives in the Bellevue area.
