[WSBAPT] Need attorney for WA Retirement Systems dispute

I have a client/daughter of deceased mother who died and had worked for WA State as a public employee for 30 years.   She was married 7 years and then in a defunct marriage for 4 years.
WA Retirement Systems has ruled that her defunct spouse gets 100% of her retirement due to the marriage being over 10 years and won't consider the "defunct" aspect.
I need to confer with an attorney who handles these cases and appeals.
