Brent,
If the conduct occurred in the state to Washington (such that
Washington can assert personal jurisdiction over perpetrator), then
the action is no different than if the perpetrator were in
Washington. You must personally serve the action ( although I think
the statute may have recently changed in her regards to service ).
If all conduct occurred in another state and victim moves here, victim
needs to get the order in the state that has personal jurisdiction of
perpetrator. Then the order can be registered here so that it can be
enforced here.
