Subject: [WSBAPT] New York voluntary administration and creditors

Can anyone with a NY bar license give me the ten-cent explanation on how a voluntary administrator (of a small estate, less than $50,000 and no real property) determines who a decedent's creditors are? As I read the statutes, it seems like the administrator just has to decide who is or isn't a creditor; the formal claim-filing process appears to only apply to a regular probate. Or does a creditor still have to file a claim within the 7 months after the voluntary administrator is appointed?

Asking because I have a close family friend dealing with death of a parent in NY...
