[WSBAPT] TEDRA agreement

I've filed them many times. If it's a non-judicial agreement, the fee is
only $20. You may want to direct the Clerk's attention to RCW 36.18.012
(8), which is the authority for the fee. I've had the Clerk challenge it
twice and both times when I pointed out the RCW they filed it with no other
issues.
