I suggest trying to order it through VitalChek through the Washington State Center for Health Statistics rather than from the county. https://www.doh.wa.gov/LicensesPermitsandCertificates/VitalRecords
Immediately after placing the order, I upload a letter on my letterhead explaining the situation, and upload the Letters of Administration. We’ve had some success this way. If it gets rejected, you are out the $11.50 VitalChek fee, but I think it is worth the try.

I represent a professional fiduciary who was appointed as administrator of decedent’s estate.  Decedent died in Thurston county.  The Administrator brought a certified copy of the Letters of Administration to the vital stats office in Thurston County and requested a copy of decedent’s death certificate.  She wants a long form because the SSN is needed and manner of death (for possible insurance benefits).  The agent at office said she is not one of the authorized people who can get a copy.  Maybe she qualifies for the short form under RCW 70.58.A.530(10)(b) “A person that demonstrates that the certified copy is necessary for a determination related to the death or the protection of a personal or property right related to the death.”   I’m reviewing RCW 70.58A.530 and the WAC 246-491-010 and don’t see an executor as someone entitled to get a long form copy.  What am I missing?
