Hi Ken,
Assuming your client plans to seek tax exemption under 501(c)(3), I would recommend they use a nonprofit corporation (RCW 24.03) rather than an LLC.
This is a complex area of law - which is why I don't do it anymore - and you might want to consider referring the client to someone with tax-exempt org experience. Erin Albanese and Monica Langfeldt are both on this listserv I believe and have worked on these issues.
