Suzanne,
If you are trying to close the estate, then you follow the procedures in RCW 11.76.200 – 11.76.245.
You do need to conduct a reasonable search before resorting to this procedure – there are many of those heir locator services we all get solicitations from that can give it a go for a pretty reasonable fee. Also, some local PI’s do a decent job. I’ve had great success with this firm:

We have a probate with the original will, and  PR who has made reasonable efforts to locate two of her brothers, to no avail.

Is a hearing or other explanation to the court necessary?
