[WSBAPT] Title to vehicle

I have a situation where my client's father signed the title to a vehicle over to my client, who is his son, before the father died but my client did not take the title to a vehicle license office to get the vehicle licensed in his name.  My client also signed the title as the purchaser.  There was no consideration for the transfer, it was a gift. Was this a completed gift and my client can take the title to the DOL and get the vehicle licensed in his name? Or, was this an uncompleted gift and the vehicle is now part of the father's estate.
