[WSBAPT] Accessing apartment of missing person (presumed dead?)

Hi all,

I was asked to take on probate for a missing person.  The family presumes that the missing person is dead after going missing in the wilderness a month ago.  No body was recovered.  The family wants to vacate the missing person's rented apartment.

The apartment manager won't let anybody in without Letters of Administration or a court order.  I assume LL can't evict the tenant given the Governor's eviction moratorium.  There is no POA naming an agent to act.

I think my chances of getting the medical examiner's office to issue a Certificate of Presumed Death are slim because not very much time has passed since person went missing. RCW 70.58.390.

On what basis can I petition the court for an order permitting the family to vacate the apartment?
