Depending on where this person lives, many of the local Legion Halls have Service Officers who will assist vets dealing with the VA.  It’s free, and the Service Officers are not directly connected to the VA, so they are more in the role of an advocate.  The Legion Hall in Stanwood is a good example of this – I was just there yesterday meeting  with a Vet and a Service Officer.
