Now you gone and hit the hot button of double fees…
I sent a document for recording recently. The Auditor wanted to charge four recording fees for the one document.
It was entitled Assignment and Assumption of Mortgage. Because the word “and” was in the title, the Auditor’s clerk said it was two transactions, so two recording fees. And the reference of “documents  assigned or released” had two auditor file numbers because we referenced the prior recording of the Deed of Trust and the recording of the Assignment of Rents. Each prior recording number reference generated another recording fee according to the clerk. I removed the “and” from the title in the cover sheet. They charged me one recording fee. I have no idea why the prior recording numbers still did not generate a recording fee, based on the alleged “rules”. 
The auditors statewide have a memo which says if a document contains “multiple” transactions, then multiple recording fees should be charged. I obtained a copy from the clerk after telling her that the approach she was taking was unfair. This Memo says nothing about how to determine if a document contains multiple transactions, so you are at the mercy of the Auditor’s clerk.
Sheesh….

Thanks.  Snohomish County used to allow it as an Exhibit to PR Deed, but now they require a separate recording of the Letters (hmmm, doubles the fees...).  From what I have heard from others, it’s only Snohomish County who is doing this.
