Daylnne,

Have you asked the PR if he/she would sign an Acceptance of Service and
pointed out at the same time that there is a requirement to appoint a
resident agent?  Is there local counsel representing the PR?  Overlooking
appointing a resident agent is a minor detail that could be corrected as
soon as you point it out.  I doubt it's the kind of malfeasance that
warrants removal of a PR.
