[WSBAPT] Statutory Agent - knowledgeable bank?

I have a client who is appointed statutory agent for a missing heir, per RCW 11.76.200<https://app.leg.wa.gov/RCW/default.aspx?cite=11.76.200>. Chase Bank has consulted their Book of Rules and conferred with the Higher Authorities, justified their salaries, and are now telling him there ain't no such animal and he has to be appointed Guardian of the missing heir in order to open an account to hold the money.

Does anyone know of a bank that knows what a statutory agent is, and understands what a court order is?
