[WSBAPT] Medicaid - Allowable "gifts" and offset

Hypothetical client is applying for Medicaid.  Over a period of many years HC made regular smallish gifts to a grandson to help him with his rent.  The WACs allow monthly gifts up to the amount of the daily rate as permissible.  Anyone had luck arguing that the daily rate amount should be deducted from the actual gift amount for purposes of reducing the penalty period?
