[WSBAPT] Community Property Agreement

A friend's husband recently died; they had a community property agreement.  When my friend took the cpa and death certificate to the bank in order to access her deceased husband's accounts, she was told that the death certificate and cpa were not sufficient.
Can anyone direct me to a source where I can find the procedures for using the cpa to access various financial accounts?
I would appreciate it.
