[WSBAPT] scope of TEDRA actions

I inadvertently posted this question on the RP side.  My questions:

Does the plenary power statute of TEDRA, RCW 11.96A.020, permit a PR to bring an action to collect a debt as a TEDRA petition?
Or is a TEDRA petition confined to a "judicial proceeding for the declaration of rights or legal relations"? RCW 11.96A.080(1).
