Bryce,

Take a look at Witt v. Young, 168 Wn. App. 211, 275 P.3d 1218 (2012). A claim by a cohabitant for a portion of the estate's property is not a "claim against the decedent," and therefore the nonclaim statute does not apply.

List mates If a cohabitant with decedent (cohabitant at all times  married  to third party)  claims an interest in property of decedent although never on title does cohabitant  have to file a creditors claim in the estate in order to institute an action attempting to establish an interest in the property.
