[WSBAPT] TEDRA arbitration; trial de novo - no new evidence

I just finished a highly contested TEDRA arbitration hearing.  Leading up the TEDRA arbitration, we mediated and then spent over a year dealing with discovery issues with the respondent who was pro se.  He wasted so much time gathering data from old computers and floppy drives, it drove everyone batty.

Waiting on decision and expecting trial de novo.  I have reviewed RCW 11.96A arbitration rules and also RCW 7.06.
The respondent did not meet any of the arbitrator's ordered deadlines for submission of his evidence and was barred from presentation of documents or exhibits at the arbitration hearing.
He was his only witness and provided no prehearing statement of proof.

If he files an appeal which I expect he will, is he barred from further discovery on appeal and committed to presentation of the evidence he had at arbitration or lack thereof at the trial?
