[WSBAPT] Office of Financial Recovery lien

Client is probating his father's estate, which has only one asset: a very
hard to sell parcel of property in a remote area of Skagit County.
There is a lien for recovery by Office of Financial Recovery. The agent for
the state has been very patient (about two years), waiting for payment based
on client's statements that he will borrow the money (which he could not as
property will not finance on conventional loan) and then proposal to sell
property and pay the lien. Client does not want to sell and is stalling on
listing for sale. Basically, in denial that he will have to solve the lien
claim.
 
What is OFR likely to do when they figure out the client is stalling and has
no intention of following through? What procedures do they take to force
realization on the lien?
