[WSBAPT] Can Personal Representatives be illegal immigrants?

List mates,

I opened up a probate.  The decedent designed personal representatives in
his will that are not U.S. citizens.  We have to open up an estate account
with an EIN number but we cannot get an EIN number when they are not U.S.
citizens.

Any comments or suggestions would be appreciated.
