[WSBAPT] Experience with CMS/Medicare

I have a surviving spouse who is trying to work with medicare regarding her
husbands estate - but they refuse to acknowledge her right to do so without
Letter Testamentary/Administration.

There was a valid Community Property Agreement - that was sent and they
expressly reject it reiterating that they want court ordered Letters.

Appreciate any thoughts.
