[WSBAPT] REET to List encumbrances?

And that was my thinking....sometimes I think too much about something and
create issue there.  The side-effect of being solo - when I debate things
in my own head and need outside support to join the "but this isn't a
conveyance" argument....and one reason why I can't find a WAC or RCW is
because it's so obvious that no one ever thought to put it in there.

Appreciate the quick feedback to start the Monday morning!
