I would probably make a reasonable search. Try to find which Attorney inherited the files. Can you read the witness names? 

Have the beneficiaries enter into a TEDRA agreement waiving the requirement of an affidavit/declaration and accept the signatures as sufficient. 

And if that’s not enough just go intestate, since it doesn’t matter.
