[WSBAPT] Obtaining decedent's medical records

Listmates,

Apologies if this has been circulated before and I missed it.  PC is the decedent's son and a beneficiary under the will.  PC is not the personal representative.  PC has concerns that dad/decedent may not have been mentally competent when he executed the will and would like to obtain dad's medical records to verify.  Personal Representative is balking at ordering the records.

Is there a way we can get the dad's medical records without the assistance/consent of the PR?  (PC just got the Notice of Probate a few days ago, so we are ok on time so far).
