[WSBAPT] Failure to send Notice of Pendency within 20 days

Hi Folks,

If an heir is not given notice of the pendency of probate within 20 days of opening the probate, what is the consequence?  Say they are given notice within 90 days of the probate, then is their opportunity to contest the Will extended by the extra 70 days, or is there some other consequence?
