I have hired an attorney in the area to handle the notarization, that way
all staff knows is that the prisoner is meeting with a lawyer.

Be very careful about letting anyone in the prison system, including
administrators and staff, become aware that the inmate is about to receive a
bequest. It could put the inmate at serious risk. If you need to get
documents signed merely let the prison authorities know that you have legal
documents the inmate must sign but do not reference the reasons therefor.

PNC is inmate in Walla Walla expects to receive significant inheritance
(money) in the near future. Would a POA work to set up and manage an account
in a financial institution on his behalf? If so, do you know of any of the
institutional fiduciaries that might take on this work?
If not, is there a different vehicle to accomplish same result for an
incarcerated person?

You can check with Baker Boyer Bank. I think they would require a trust be
utilized, which would be straightforward to do. Moreover, a POA signed by
the inmate can authorize the attorney in fact to establish the trust (also
RCW 11.125 allows POA to establish sole benefit trust for principal).
