[WSBAPT] Power of Attorney and passports for minor

Client has allowed 16 year old son stay with an aunt.  Client has given aunt a power of attorney, for medical etc.
Aunt wants to obtain passport, so she can take boy on an out of country vacation.
Have any of you used a power of attorney or other document which would allow a non-parent to obtain a passport for a minor?

My guess is that this isn’t going to work with a collision between federal and state laws involved. ??
