[WSBAPT] Tacoma multifamily regulatory issue

Dear list mates, I have a client who owns a multifamily building in Tacoma.  Although he believes it is a seven unit building he has been told by the planning department “informally” that the building is only a five unit.  Apparently the planning department advised the client that he could get this situation changed with legal action.  Does anyone have experience in this area and interest in representing the client?
