[WSBAPT] Condo damage, property manager not doing anything

Client's Seattle condo, used as a rental, was damaged by a sewer line backup; their condo is the only one affected.  The HOA has taken responsibility for most of the damage, but hasn't completed any work, five weeks later.  This same problem has happened twice before and was caused by tree roots.  The HOA/property management company has not taken any action to fix the current damage or source.

The client needs someone to kick the process into gear.  They have been dealing with the inside damage and the tenants, but the property managers need a push.

I will pass along referrals to anyone with relevant experience.  Thanks.
