[WSBAPT] Gifts by non US persons

I have a non US beneficiary (intestate) of an estate who wants to gift some of the estate to decedent's long-time partner and partner's daughter, but hoping for a tax efficient way to accomplish this.

In particular, he wants to give house (subject to mortgage) to these important people in his brother's life.

Any thoughts on a good way to do this, or referrals to someone well-versed in these tax issues who can advise, would be appreciated.
