[WSBAPT] OT - Translation of a Document

As a favor to a friend, I am looking for a person who can translate a divorce decree written in Spanish (from Columbia) into English.  Though I do not understand exactly what is needed, I understand that there is some sort of notary(?) requirement that needs to be signed by the translator.  Any referrals or thoughts?
