[WSBAPT] Out of Country PR questions

It has been too long since I had a client who lived permanently out of the US, and the last ones I remember, the client was a US citizen or at least had dual citizenship.

Is there a reason that a non US person cannot be Personal Representative? Is there anything different I need to disclose to the Court in seeking appointment, or is disclosure and the filing of an Appointment and Acceptance of Appointment sufficient. There was no will.
