[WSBAPT] Stolen Estate Property

Decedent passed and his step-son went to DMV and signed the affidavit
stating that he was the rightful heir to the vehicle and got title put into
his name. Well, we got Decedent's daughter appointed as PR and after
mailing a couple of letters, step-son met daughter at police station and
turned the car over. However, we now need to get the title changed into the
estate's name. We did request the vehicle records via a public records
request.Most of the documents are redacted, however, they did not redact
the Affidavit in Lieu of title and it clearly shows step-son's signature,
dated the same date that the title was transferred into his name and states
that he does not have the title because it is lost.

DMV is unwilling to change title.

I spoke with step-son and he says he is not willing to sign a release of
interest (in fact, he claimed he is getting is own attorney to try to get
the car back.)

Can I just bring an action under the probate proceeding to get an order
from the court authorizing title be put in Estate's name, since the probate
court has authority over all probate property? Or would we need to
institute a separate quiet title action?
