[WSBAPT] Distributing assets to foreign heirs

We always contact the consulate or embassy as to their transfer
notification rules.  Many countries have an inheritance tax and this is
required by them.  Sometimes we have had beneficiaries request we transfer
into their US bank account which they use in traveling.  Know the rules
first.
