It seems that you want a vehicle that allows the trustee to distribute but
then if the beneficiary becomes ill the trustee would be able to withdraw
what has been given. I think the avenue to that end would be to do partial
distributions of a specified amount if the beneficiary is healthy.  That
way the trustee has control of the corpus of the trust but the beneficiary,
potentially, has the ability to make decisions on large distributions from
time to time depending on his health. In between large distributions then
the trustee could distribute small amounts with the restrictions of a
special needs trust when needed.
