[WSBAPT] Special Needs Trust

Happy Monday to everyone.  I have a client that has a son on SSI and is 
set to inherit from a deceased grandfather about $15K cash together with 
mineral rights in ND that are paying regularly. Client wants a special 
needs trust established in local probate. What are the procedures?  Does 
DSHS need to be notified?  Is DSHS cooperative?
