I would just call Social Security. They will request the payment be
returned. If there are few assets the estate may be settled by a small
estate affidavit depending on the number of heirs and whether or not they
will agree.  The debts of the estate must be paid first. It sounds like you
should refer her to someone that can guide her through the process.
