[WSBAPT] Small Estate Affidavit question

Under RCW 11.62.005, a "successor" is a person who is entitled to the
claimed property.
Under RCW 11.62.010 the claiming successor is either personally entitled to
full payment or delivery of the property, or, is entitled to full payment on
behalf and with written authority of all other successors who have an
interest therein.
My question is whether a trustee can legitimately claim that he is entitled
to full payment of the property when the pour-over will pours everything
into the trust. This is a relatively large estate with every asset being
held in the trust except one bank account with $5,000. There are 35
beneficiaries who would have to give written authority if I can't
legitimately state that the trustee is entitled to full payment of this
$5,000 bank account that needs to get transferred to the trust.
