[WSBAPT] Mexico: Transfer of Real Property to Heirs

Morning, I am hoping to connect with one of you willing to chat for a couple of minutes regarding the transfer of condos in Cabo from decedent to his children. Heirs have been contacted by a law firm in Cabo, stating that in order to "acknowledge the substitute beneficiary" the heirs must pay $14,000 for one condo and $10,000 for the other. These fees  include: acquisition tax, trust fees, appraisals, and a notary fee ($700).
