[WSBAPT] Removed Administrator - Umpqua Bank allowed $700 withdrawal

I opened probate and appointed an Administrator (grandmother) for her son's estate.  There were 2 minor daughters living with grandma.  Had a GAL appointed.
I obtain the monies from another attorney for the PI settlement of her son - nothing to do with his death.
The monies are paid to the estate and the grandma/Administrator deposits the monies into the estate account.

Fast forward a year and the Administrator stops communicating with me.  I finally go to court to have her removed and the Court appoints me as Administrator.
I take the Order Removing to Umpqua Bank where the estate account is... the manager indicates she has to contact their legal dept to verify I can have access to the bank statements and account.
A few months go by and I get back to Umpqua Bank, finally being able to sign a signature card and realizing that over $16k has been taken by former Administrator for her house payments, insurance, etc.

When I get the statements, I see that Umpqua has allowed the former Administrator to withdraw at the bank $700 in cash.  This is a month AFTER I took the Order removing the Administrator and appointing me.  I contact Umpqua about the withdrawal and the response was - you didn't sign the signature card so too bad.

I am not versed in banking laws but my opinion is that the Order Removing was enough to alert Umpqua NOT to give her any money!!!
What is the next step - sue the bank for the $700?  District Court?
