[WSBAPT] Minorly off Topic? Business Question

I have a client that has a small percentage partner who does not
participate in the business.  No partnership agreement beyond state law.
Partner has not been heard from in years and client now wants to remove
them from the partnership.  Is there any statutory authority for a
non-participant partner to be removed or is it through court petition only?

Any thoughts or direction would be wonderful as I attempt to research the
issue.
