[WSBAPT] Getting an EIN with foreign PR

Has anyone been able to obtain an EIN for an estate when the Personal Representative is not a US citizen?   

I’ve tried to find information on the IRS website.  I’ve also tried getting a live person on the phone but that seems to be impossible.
