It's only necessary to avoid estate tax on first estate because non citizens do not enjoy an unlimited marital deduction. 

It's only necessary if the decedent's estate exceeds the federal or state threshold that cannot be covered entirely by the lifetime credit. 

It locks the assets in to being taxed later, so consider whether it makes sense to pay a little tax up front if, for example, the noncitizen survivor intends to return to country of origin and move administration of assets there with him or her
