[WSBAPT] pass through treatment for qualified accounts

Does anyone have the cite (letter ruling, court case?) for the proposition
that if a qualified account goes to an estate but ultimately to an
identifiable individual, it can be taxed as a decedent IRA?

I am getting conflicting advice from a group of financial advisors but no
one can come up with a citation.
