[WSBAPT] impact of I-594 on Estate Planning/Gun Trust?

Has anyone done an assessment/review of how I-594 (increased background
checks for gun sales) might impact estate planning?
 
In reviewing the law, it states that it does not impact transfers between
"family" members. Family is defined for the purposes of the initiative
consistent with RCW 10.99.020. However, a different  sections seems to limit
the initiative's application to transfers between a narrowing definition of
family, and only if the transfer is a bona fide gift.
