If I understand that right, Aunt's bank account was JTWROS with her niece
(you call "decedent") and nephew ("brother"). If Aunt died in June, then
after her death, niece and nephew own the account in equal shares "unless
the contract of deposit provides otherwise." RCW 30.22.100(3)
<http://apps.leg.wa.gov/rcw/default.aspx?cite=30.22.100> . So when
niece/decedent dies in September, she owned half the account at that time.

I have an estate that will owe some estate tax to Washington.  Decedent
and her brother were listed as JTWROS on three bank accounts of an aunt.
Aunt dies in June, Decedent died in September.  Account was not accessed
between June and September by Decedent or brother.  Assuming that I can
rebut the presumption that all of the money in the bank accounts was the
property of Decedent, does Decedent have a 1/2 interest in the bank
accounts at Decedent's death or no interest?
