Harper</i>, the League will rally at the Supreme Court. <i>Moore v. Harper</i> centers on the fringe “Independent State Legislature Theory” (ISLT), which would give state legislatures <strong>nearly unrestricted authority</strong> to set the rules for federal elections. </p><p style="padding: 0; margin: 0 0 20px 0;">If the ISLT — which has been rejected repeatedly by the US Supreme Court — is adopted by the Court, it would allow state legislatures to choose their voters rather than the other way around.
